35 Years of Innovation

For over 35 years, RCT Systems has designed and manufactured energy storage systems and Silicon (Si) and wide band gap (WBG) Gallium Nitride (GaN) / Silicon Carbide (SiC) device-based power conversion modules and systems for land-based, shipboard, airborne, and subsea/seabed environments.

1985

SatCon is Founded

1990s

First HEV electric minivan developed for Chrysler

Introduces Silicone Carbide Technology

1999

SatCon purchases the Westinghouse/ Northrop Grumman Electric Vehicles Group

2002

SatCon Forms four subsidiary corporations, one being SatCon Applied Technologies (SatCon AT)

John
Register

CEO & Director

Mr. Register’s business career began in the 1970’s when he joined Litton Industries. There he gained extensive knowledge and experience in finance, contracts and pricing, program management, mergers and acquisitions, engineering and manufacturing. Mr. Register took that experience and an entrepreneurial drive to a small defense contractor (Technology Applications, Inc. or TAI) in 1985. While there, he oversaw growth in revenues from $6 million to over $65 million prior to the sale of the firm in 1993. After a short hiatus, Mr. Register joined another small defense firm (Advanced Concepts, Inc. or ACI) in 1995 and grew the business from 2 people and $250,000 in revenue to $45 million before selling the business in 2007. Mr. Register is a graduate of the University of Maryland.

Stephen
Cobb

President & Director

With over 25 years of experience in engineering development, production, service and customer relations, Mr. Cobb is a proven, versatile, and results-driven professional noted for bringing energetic vision and firm leadership to organizations. He also has extensive experience as an advisor to military and Federal leaders and commercial executives. Before his time at RCT Systems, Mr. Cobb was General Manager and Director at Satcon Applied Technology where he was directly responsible for P&L, strategic planning, operations, directing and controlling all AT contracts and product lines. Before joining Satcon, Mr. Cobb managed the P&L for Power & Energy business area at Northrop Grumman and generated $25M a year in revenues. Mr. Cobb is a graduate of the University of Virginia and holds a B.S. in Computer Science with a minor in Electrical Engineering.

William
Thierbach

Director

In addition to his duties as Director for RCT, Mr. Thierbach is Vice President for EIG Global Energy Partners, a leading institutional investor to the global energy sector. Prior his current roles, Mr. Thierbach served as Director and Chief Operations Officer for i2S, Inc., a company serving the U.S. Intelligence Community. There he managed strategic growth, proposal development, and day-to-day operations. Mr. Thierbach came to i2S from the Grosvenor Funds, a Washington, DC-based venture capital firm, where he played an active role in the operations and growth of numerous portfolio companies. Before Grosvenor, Mr. Thierbach was an information technology and strategy consultant for KPMG. He began his civilian career after serving for 10 years in the U.S. Navy flying the F-14 Tomcat. A decorated combat veteran, Mr. Thierbach completed two combat cruises during the first Gulf War and is a graduate of the Navy’s Fighter Weapons School, “Top Gun.” Mr. Thierbach received his B.A. from the University of Virginia and his M.B.A. from The McDonough School of Business at Georgetown University, where he teaches part-time as an Adjunct Lecturer in the M.B.A. program.

Troy
Beechner

Sr. VP, Engineering
Power Systems Division

Dr. Troy Beechner has over nineteen years’ experience in the design and development of power electronics and control systems for military and commercial applications. Dr. Beechner received both his bachelor’s and master’s degree in Electrical Engineering from the University of Florida in 2003 and 2004, and his PhD from Rensselaer Polytechnic Institute in 2012. His primary research interests pertain to high-efficiency, high-power density power converters, EMI filter reduction techniques, and power electronics for extreme environment applications. At RCT Systems he oversees all power system/power electronic related projects, including application of energy magazines and medium-voltage power converters for naval shipboard applications. Dr. Beechner has written numerous papers on harmonic analysis of power converters, filter design methods for system stability problems, power converter design for EMI reduction, and performance characterization of GaN and SiC based devices. At Bechtel Marine Propulsion Corporation Dr. Beechner worked on power electronic building blocks and next generation motor drives for the US Navy. Both projects required meeting stringent power quality (MIL-STD-1399), EMI (MIL-STD-461), and airborne and structure-borne acoustic requirements for application aboard naval ships. For his work on these and similar projects Dr. Beechner received several spot awards, teaming awards, and best technology development business area award from Bechtel. He is a member of IEEE, IEEE Power Electronics Society, and IEEE Industry Applications Society.

Adam
Kelinsky

VP Operations
Power Systems Division

Adam Kelinsky, Vice President of Strategic Initiatives at RCT Systems, Inc. has over 17+ years of experience in program/project management, engineering management, business transformation, and supply chain management. Mr. Kelinsky is a seasoned and cross-functional leader with extensive experience focused on large-scale program and supply chain management spanning multiple industries including Defense (Navy), Industrials, Healthcare, Consumer Packaged Goods, and Retail. Notably, he worked for the Naval Sea Systems Command (NAVSEA) within their Marine Engineering (SEA05Z) division as the Program Manager of the Navy’s Marine Propulsion Program (e.g., Gas Turbines, Shafting, and Propellers) and later held a position in Chief Technology Office (05T) as the Program Manager for the Navy’s Cross-Platform System Development Program (CPSD) focused on the transition of R&D across the Navy Enterprise. Following his time with the Navy, he shifted into Management Consulting focusing on large-scale supply chain transformations, and top-line growth strategies, and finally moved into Private Equity driving end-to-end business turnarounds. Mr. Kelinsky holds a BS in ME from Virginia Tech, an MS in ME/AE from George Washington University, and an MBA from Georgetown University.

W. Jon
Shilts

VP & GM
ISR Systems Division

With 39 years in the business of electronics and information systems (35 in the Intelligence, Surveillance, and Reconnaissance community), Mr. Shilts and his team bring a wealth of experience and knowledge to RCT Systems in the form of the ISR Systems Division. He began his technical career with a nine-year tour in the US Air Force including the USAF Security Service, the Air Force Cryptologic Service Element of that era. Upon his departure from the Air Force, he moved to Sydney Australia where he designed instrumentation for the International Technology Development Center. Mr. Shilts returned to the United States and became an associate engineer at Bunker Ramo Corporation and learned the microwave component side of communications. He transitioned to communications system engineering at Sperry Corporation, the prime developer for the ultra high speed data links used in modern ISR systems. Mr. Shilts left Sperry (by then Lockheed) in 1996 to join Advanced Concepts, Inc. where his team provided world-class engineering, operations support, and architectural vision to notable ISR systems and architectures in the DOD inventory. He joined RCT Systems in 2011 as the Vice President, General Manager, and founder of the ISR Systems Division, continuing the legacy of services provided to the ISR community. Mr. Shilts and his wife Laurie have five children. They serve on the Board of Directors for the Maryland Association of Christian Home Educators (Mr. Shilts is the current Executive Director). They also enjoy travel, recreation, and family.

Larry
Braig

General Manager
Mission Systems Division

With over 26 years of experience supporting the Federal Government, Mr. Braig returns to RCT Systems as the Mission Systems Division General Manager. Mr. Braig brings a wealth of knowledge having successfully led P&L, operations, and business development activities within the federal market. Prior to joining RCT Systems, Mr. Braig was responsible for the management and execution of Parsons Federal Intelligence Operating Unit providing a full range of IT services and products to the Federal Government.  Mr. Braig was responsible for the full lifecycle support, operations and sustainment of programs, ensured all annual EBITA, orders, and revenue goals were achieved. His business development activities while at Parsons included capture strategy, proposal development, and customer engagement.
