With 39 years in the business of electronics and information systems (35 in the Intelligence, Surveillance, and Reconnaissance community), Mr. Shilts and his team bring a wealth of experience and knowledge to RCT Systems in the form of the ISR Systems Division.

He began his technical career with a nine-year tour in the US Air Force including the USAF Security Service, the Air Force Cryptologic Service Element of that era. Upon his departure from the Air Force, he moved to Sydney Australia where he designed instrumentation for the International Technology Development Center.

Mr. Shilts returned to the United States and became an associate engineer at Bunker Ramo Corporation and learned the microwave component side of communications. 

He transitioned to communications system engineering at Sperry Corporation, the prime developer for the ultra high speed data links used in modern ISR systems. 

Mr. Shilts left Sperry (by then Lockheed) in 1996 to join Advanced Concepts, Inc. where his team provided world-class engineering, operations support, and architectural vision to notable ISR systems and architectures in the DOD inventory.

He joined RCT Systems in 2011 as the Vice President, General Manager, and founder of the ISR Systems Division, continuing the legacy of services provided to the ISR community.

Mr. Shilts and his wife Laurie have five children. They serve on the Board of Directors for the Maryland Association of Christian Home Educators (Mr. Shilts is the current Executive Director). They also enjoy travel, recreation, and family.
